Amity Law School is organising Online National Legislative Drafting and Review Competition 2020 in collaboration with Indian Lawyers Association, Udhvik Asha Welfare Foundation, and Legal Bites.

The event is comprising of two National-Level Competitions:

National Legislative Review Competition and National Legislative Drafting Competition which will witness the participation of students, law professionals from various parts of India.

The competition seeks to provide a platform for the exchange of ideas and experience between students and legal professionals across India. These competitions would serve as academic stimulations and harness skills like drafting, critical thinking, writing skills and teamwork, making them better professionals.

I. National Legislative Review Competition 2020

This competition aims to provide an opportunity to the students of law to interpret the below-mentioned legislations, analyze them and prepare a provision for provision review of the legislation suggesting which provisions are outdated and which provisions are contrary to the Constitution of India.

  • Legislations to be Reviewed (Choose anyone)

  1. Citizenship (Amendment) Act, 2019
  2. The Personal Data Protection Bill, 2019
  3. The Transgender Persons (Protection of Rights) Act, 2019
  4. Criminal Law (Amendment) Act, 2018
  5. Finance Bill, 2019
  • Eligibility

The competition is open to all students/professionals pursuing/completed Post-Graduation in Law or Graduation (either pursuing 3 years’ or 5 years’ Law Course/s) from any recognised University or Legal Institution, within India.

  • Team Composition

Each team may comprise of a maximum number of 2 members and minimum 1 member.

  • Registration Fee

For Single Author: 500 INR

Co-Author: 900 INR

  1. Registration Deadline: 20th April 2020
  2. Submission Deadline: 25th April 2020
  • Submission Guidelines

Participants have to send the soft copy (.doc or .docx) of their submission Legislative Review on or before 25th April 2020 by 23:59 IST at competitionals@gmail.com. The Subject of the mail should strictly be Legislative Review Competition (Team Code).

Any submission after the above-mentioned deadline shall be subject to a penalty of 10 marks for every day exceeded.

  • Prizes

All participants will receive a participation certificate which shall be sent by the organizers to the respective colleges of the participants on the official college address provided. Cash prize, trophies/memento and certificates shall be provided for the following positions:

  • Best Review: Cash Prize + Trophy + Certificate of Excellence
  • Runners up: Cash Prize + Trophy + Certificate of Excellence
  • Second Runners up: Cash Prize + Trophy + Certificate of Excellence

Shortlisted submissions will be sent to the Ministry of Law and Justice via Amity Law School.

  • Certificate of Merit would be awarded to the top ten participants (excluding Top three).
  • Certificate of Participation will be given to all the participants. A soft copy of the Certificate of Participation will be sent to all the participants after the successful declaration of the results.

II. National Legislative Drafting Competition 2020

Drafting legislation is an extremely onerous task and requires proficiency. It is usually difficult to express with exact precision anything that may be easily conceivable by the mind. This is the skill of a legislation drafter who is expected to pen down every word with the exactness to create a nexus between the legislation and the intention behind it.

Like goldsmiths, drafters have to give the most accurate shape to the statutes by the appropriate arrangement of words and punctuations. Even a great policy can turn out to be a bad law because of ambiguity or incorrect placement of words. Therefore, presence of mind is the key to successful legislation.

  • Topic

Implementation of Two-Child Policy

Population, in India, has augmented drastically in the 70 years of independence and population is a big impediment in the development of a nation. To curb the population, the government is planning to adopt a two-child policy, according to which spouses with more than two children will not be allowed to serve in the government.

The policy is extremely vital and the government also needs to ensure that personal liberty and fundamental rights of the people are not curtailed by this policy vis-à-vis amending the Constitution to implement this policy.

Note: Separate legislation needs to be drawn to implement this amendment. For example, Indian Population Regulation Bill, 2020
