About the Webinar

There are diverse opinions on the policy of the Liquor ban in Bihar. Before the liquor ban, Bihar consumed close to 25 million litres of alcohol each month, as per state excise department figures.

The same year, the estimated all-India figures for alcohol consumption stood at about 5.4 billion litres. Soon after the ban was effected, the illicit liquor trade started proliferating in the state. According to some, the problem with the implementation of the prohibition in Bihar is that alcoholism is being dealt with as a law and order – and not a social – problem. Bihar CM Nitish Kumar’s decision to impose prohibition in December 2015 has cost the state exchequer over Rs 3,000 crore.

Does Bihar really have an alcohol problem? Whether the Liquor Ban brought some good? Whether it failed as a stringent policy?

The webinar discusses the ban in the light of social, economic, political and legal aspects.

About the Speaker

Mr. Surendra Kumar Singh is an Advocate practising in the Patna High Court, Bihar, since 1985. He graduated with LLB from Patna University and completed M.A from JNU, Delhi. He has specialization in the matters concerning Criminal and Constitutional law.

Moderator

Mr. Vaibhav Vikram Singh, Graduated from B.A.LL.B.(H) in the year 2018. He is practising as an advocate at Patna High Court since 2018. He deals in Criminal, Corporate, Labour and Arbitration matters.
